The project was initiated by the Industrial Development Board and has proceeded under the IDB PDA scheme, being constructed and supplied for IDB use by MSM Contracts. The unit comprises a total of 3611m2 of accommodation.

Office and support accommodation are located at the front of the building where their location and functions have been expressed on the elevation.  In particular the curved conference room has been thrust from the main elevation and reads as a distinct object from the outside and from the two storey foyer area. This together with the canopy and entrance screen give expression to the "high tech" use to which the unit is intended.
